Pepper Market on July 31, 2025:

 Domestic and world prices increase simultaneously

Pepper prices today increased by VND1,000/kg in some localities, fluctuating between VND139,000 - 140,000/kg. In the world market, pepper prices from Indonesia and Brazil also recovered.

At the end of the most recent trading session, according to the International Pepper Community (IPC), the price of Indonesian black pepper was listed at 7,109 USD/ton, up 0.07% (equivalent to 5 USD/ton) compared to the previous trading session.

Similarly, the price of Brazilian pepper ASTA 570 also increased by 100 USD/ton, to 5,900 USD/ton.

Meanwhile, the price of Malaysian ASTA black pepper remained stable at USD 8,900/ton.

 Vietnam's black pepper  export  price ranges from 6,140 - 6,270 USD/ton for 500 g/l and 550 g/l black pepper.

Update pepper information

On July 30, 2025, the Vietnam Pepper and Spice Association (VPSA) sent Official Dispatch No. 77/CV-VPSA to relevant agencies, including the Government Office, the National Assembly, the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade and relevant ministries and branches, requesting a review of the value-added tax (VAT) policy applicable to the pepper and spice industry.

According to VPSA, the Vietnamese pepper industry currently produces about 200,000 tons per year, of which 95% (190,000 tons) is exported. However, only about 2.5% of output (5,000 tons) is deeply processed and consumed domestically – the only part subject to VAT. The rest is exempt from tax and businesses are refunded VAT.

With an export turnover of 1.3 billion USD, the 5% VAT for the whole industry is equivalent to 65 million USD. However, only about 1.625 million USD of tax is actually collected from domestic consumption, the remaining 63 million USD must be refunded to exporting enterprises.

The same situation applies to other spice groups. Of the total of more than 400,000 tons of spices exported in 2024, only 10,000 tons will be consumed domestically, generating about VND55 billion in VAT, while the expected tax refund is about VND2,135 billion.

VPSA expressed concern that the current tax refund mechanism is creating loopholes, giving rise to fraud, causing damage to legitimate businesses and affecting transparency in tax administration. Therefore, exporting enterprises are concerned that these shortcomings will continue when the new VAT Law takes effect from July 1, 2025.

To support sustainable industry development, VPSA proposes a number of solutions:

– Apply 0% VAT to input materials used for export.

– Eliminate the export tax refund mechanism for pepper and spices, because the tax refund is not commensurate with social resources and greatly affects the working capital flow of enterprises.

– It is possible to consider the possibility of applying a 0.5% export tax. This solution will immediately help the State collect taxes on export transactions, contributing to supporting the implementation of the task of  collecting budget   from taxes while helping businesses have proactive business capital, fast capital turnover, and not having to wait for suspended tax refunds.

– Maintain 5% VAT on input materials for production, processing and domestic consumption.

- Propose that the Ministry of Finance consider and report to the superior agency for consideration and permission to postpone the implementation of the VAT Law after July 1, 2025.

The association emphasized that in the context of the industry's export profit margin of only 1-3% and great competitive pressure from countries such as Indonesia, India, and Brazil, continuing to apply the current tax refund mechanism will be a major barrier to the industry's sustainable development.

US market reduces pepper imports from Vietnam

Pepper prices today (July 11) decreased slightly by VND1,000/kg in Dak Nong and remained stable in other localities. Data shows that in the first 5 months of the year, US businesses reduced pepper imports from Vietnam and increased purchases from other markets.

The Vietnam Pepper and Spices Association (VPSA) cited data from the International Trade Center (ITC) saying that in May 2025, US pepper  imports   reached 8,050 tons, up sharply by 21.5% compared to the previous month, but down 16.3% compared to May 2024.

The US imported pepper mainly from Vietnam, accounting for 76.6%, reaching 6,170 tons, followed by India: 737 tons, Indonesia: 604 tons and Brazil: 301 tons.

In the first 5 months of the year, the total amount of pepper imported by the US reached 36,260 tons, down 3.3% over the same period last year and up 29.1% over the same period in 2023.

Regarding supply, the US reduced pepper imports from Vietnam but increased purchases from other markets.

Specifically, Vietnam is still the largest pepper supplier to the US in the first 5 months of the year with a volume of 23,348 tons, accounting for 64.4% of the market share, but compared to the same period last year, it decreased by 17.8%.

In contrast, US imports from the next market were Indonesia, reaching 5,975 tons, up 90.3%, accounting for 16.5% of the market share; India: 3,808 tons, up 20.1%, accounting for 10.5% of the market share and Brazil: 1,722 tons, up 14.9%, accounting for 4.7% of the import market share.

Regarding reciprocal tariffs, on July 9, President Donald Trump announced that the US will impose a 50% tariff on imports from Brazil starting August 1. Previously, the US also announced that the tariff on Indonesia will be 32%.

Trump imposes 50% tax on Brazil, sends letters to 7 other countries

On July 9, President Donald Trump announced that the US will impose a 50% tariff on imports from Brazil starting August 1.

On July 9, President Donald Trump announced that the United States would impose a 50% tariff on imports from Brazil starting August 1, partly in retaliation for the ongoing prosecution of the country's former President, Jair Bolsonaro.

In a letter, Mr. Trump said the new tariffs were also a response to the “very unfair trade relationship” between the two countries. The new tariffs are a sharp increase from the 10% rate the U.S. imposed on Brazilian goods in early April.

The letter to Brazil's incumbent President  Luiz Inacio Lula da Silva follows about two dozen other letters that Trump has sent to world leaders in recent weeks announcing reciprocal tariffs.

The value of Brazil's real fell more than 2% against the US dollar following Mr. Trump's announcement, according to  CNBC .

Mr Trump has previously criticized Brazil for its treatment of Mr Bolsonaro, a close ally of the US president, who is on trial for his role in an alleged coup to overturn his own defeat in the 2022 election.

In a letter posted on the social network Truth Social, Mr. Trump called the current situation “an international disgrace.” He criticized Mr. Bolsonaro’s trial as a “witch hunt.”

Mr  Trump also criticized Brazil's "vicious attacks on free elections and Americans' fundamental right to free speech".

According to  CNBC , this criticism seems to refer to a recent ruling by Brazil's Supreme Court, which could hold social media platforms liable for user content.

In addition, Mr. Trump also declared that Brazil's trade policies have caused "an unsustainable trade deficit for the United States", threatening the US economy and national security.

However, according to the Office of the United States Trade Representative, the world's number one superpower recorded a trade surplus in goods with Brazil, reaching $7.4 billion by 2024.

In  the letter, Mr. Trump revealed that the US is also conducting an investigation into Brazil's potential unfair trade practices.

The White House owner said the investigation was conducted based on “Brazil's continued attacks on the digital commerce activities of American businesses”.

“Please understand that this 50% figure is far below what is needed for us to level the playing field with your country,” Trump wrote. “This figure is needed to correct the grave injustices of the current administration.”

Send more letters to 7 other countries

Parts  of the letter to President Lula da Silva match the content of 21 other tariff letters that President Trump has sent to other world leaders since July 7.

On July 9 alone, Mr. Trump sent additional letters to seven countries: the Philippines, Brunei, Moldova, Algeria, Iraq, Libya and Sri Lanka.

All of those letters said the new reciprocal tariffs were separate from “sector-specific” tariffs on specific imports, such as steel, aluminum and autos.

All  also warned in advance that if countries decide to increase their own import tariffs on US goods “for any reason,” the US will raise its tariff rates accordingly.

And all noted that the US “may consider adjusting” if countries remove their tariff and non-tariff trade barriers.

“These tariffs may be adjusted, increased or decreased, depending on our relationship with your country. You will never be disappointed with America,” the letters said.

Tariffs on the 21 countries range from 20% to 40%. All will take effect on August 1, and Mr. Trump has stressed that “there will be no extension” of the new deadline.

The two main sources of pepper for Vietnam during this period were Brazil and Cambodia, with output of 1,783 tons and 1,339 tons, respectively. The large imports from Brazil - one of the world's largest pepper producing countries - show that Vietnamese businesses are taking advantage of competitive prices and diverse sources of goods to stockpile for processing and re-export. Meanwhile, pepper from Cambodia is mainly transported by road, helping to reduce transportation costs and make importing more convenient.

According to data from China Customs, in the first 5 months of 2025, the country imported a total of 4,017 tons of pepper, equivalent to 25.5 million USD, an increase of 53.8% in volume and more than double in value compared to the same period last year.

Indonesia was the largest pepper supplier to China, with 2,219 tons, accounting for 55.2% of the market share and up 66.5% year-on-year. Vietnam ranked second with 1,288 tons, up 33.8%, but its market share fell slightly from 36.9% to 32.1%.

The reason for Vietnam's market share decrease is that the pepper export price to China increased sharply, reaching an average of 7,053 USD/ton, much higher than the price of Indonesian pepper (5,831 USD/ton). Indonesian pepper price also increased by 33.1% compared to the same period last year.

In addition, China also imported pepper from Brazil (356 tons, up 142%) and Malaysia (112 tons, up 8.7%) during the same period.

These figures show that the international pepper market is facing fierce competition in terms of price and supply, and reflect the trend of increasing global consumption demand.

According to preliminary statistics from the Vietnam Pepper and Spice Association (VPSA), by the end of June 2025, Vietnam had exported 124,133 tons of pepper of all kinds, of which black pepper reached 105,939 tons and white pepper reached 18,194 tons. Total export turnover reached 850.5 million USD, black pepper reached 704.1 million USD, white pepper reached 146.4 million USD.

Compared to the same period last year, pepper exports decreased by 12.9% in volume but increased by 34.1% in value. This increase in turnover was due to the average pepper export price in the first 6 months of the year reaching 6,852 USD/ton, up 54% over the same period.

In the first half of 2025, pepper exports to the Americas, Europe and Africa decreased sharply by double digits of 26.9%, 21% and 16%, while Asia increased by 3%.

The US continues to be the largest consumer market of Vietnamese pepper, accounting for 23.6% of total export volume with 27,463 tons, but down 26.6% compared to the same period. Next are the markets: China: 9,293 tons, up 24.7% and accounting for 7.5%; India: 8,804 tons, up 7.7% and accounting for 7.1%; UAE: 8,747 tons, up 4.3%; Germany: 7,239 tons, down 24%.

The leading exporters include: Olam Vietnam: 12,388 tons, accounting for 10% of the export market share and down 6.7% year-on-year. Followed by: Nedspice Vietnam: 10,604 tons, up 2.5%, Phuc Sinh: 10,232 tons, up 8.2%; Tran Chau: 6,624 tons and Haprosimex JSC: 6,460 tons, down 26.9% and 35.7% respectively.

On the other hand, in the first 6 months of 2025, Vietnam  imported   28,296 tons of pepper of all kinds, with a total import turnover of 174.1 million USD, black pepper reached 23,537 tons, white pepper reached 4,759 tons. Compared to the same period last year, the import volume increased by 57.2%, and the turnover increased by 150.1%.

Brazil, Cambodia and Indonesia are the three largest pepper suppliers to Vietnam, with volumes reaching 14,904 tons, 6,257 tons and 5,574 tons respectively. Compared to the same period last year, imports from Brazil increased by 105.8%, from Cambodia by 0.7% and from Indonesia by 86.4%.

The main importing enterprises include: Olam Vietnam: 6,433 tons, Tran Chau: 2,524 tons and Nedspice Vietnam: 1,809 tons.

According to  the People's Police Newspaper , announced on the social network Truth Social, Mr. Trump said that the US will impose a 20% tax on Vietnamese export goods, instead of the 46% rate as planned announced in April.

In addition, goods transiting from third countries through Vietnam will be subject to a higher tax rate of 40%. In return, Vietnam commits to completely exempting (0%) tariffs on US goods, including large-engine cars.

In an official statement, the Vietnamese Ministry of Foreign Affairs confirmed that the two sides had agreed on a new trade cooperation framework, although it did not specify the tariff levels. According to data from the Vietnam Customs Department, by the end of May 2025, Vietnam's pepper exports reached 99,922 tons, worth 690.4 million USD, down 12.5% ​​in volume but up 40.5% in value over the same period last year thanks to strong price increases.

The US continues to be the largest export market for Vietnamese pepper, accounting for 24.7% of the total volume and 26.8% of the total export turnover of this item. Pepper exports to this market reached 24,687 tons of pepper, equivalent to 184.9 million USD, down 18.9% in volume but up 34.8% in value compared to the same period last year, due to a sharp increase in export prices of 66.1% to an average of 7,490 USD/ton.

In May alone, pepper exports to the US reached 6,926 tons, equivalent to 52.37 million USD, up 2.3% in volume and 6.2% in value compared to the previous month. However, compared to the same period last year, export volume decreased by 9.3%, while value increased by 34.8%.
